Evidence Requirements

The four tiers of ESSA evidence

To obtain ESSA certification, your product must meet one of four tiers of evidence, each representing a different level of research rigor. These tiers help educators and decision-makers understand how robust your product’s supporting research is.

Tier I · Strong

Strong Evidence

Requires a high-quality experimental study (like an RCT) that shows a positive impact on learning outcomes, with at least 350 participants across multiple schools. This tier provides the highest level of validation.

Language to look for: When randomly assigned to use the program, students using the program perform better than those not assigned to it.

Moderate Evidence

Tier IV · Rationale

Based on a well-defined logic model, this tier requires a plan to study the product’s impact rather than statistical evidence. Suitable for products in early development stages.

How long does ESSA certification take?

Timeline depends almost entirely on which tier you’re building toward and whether usable data already exists. A logic-model-based Tier IV rationale can move in weeks. A randomized controlled trial supporting Tier I evidence is a multi-year commitment. Here’s roughly what to expect at each level.

Cost tracks timeline closely, and depends on the same variables: which tier you’re targeting, whether usable outcome data already exists, and the scope of the study — the number of sites involved, plus the number of grade levels, assessments, and reporting events required.

  • Tier IV documentation — a logic model, literature review, and certification submission — is the most accessible entry point, typically starting under $10,000.
  • Tier III correlational studies start at $15,000, with cost scaling from there depending on whether the outcome data already exists. Working from data a district has already collected keeps both cost and timeline down; starting from scratch adds to each.
  • Tier II quasi-experimental studies using existing (retrospective) data start at $35,000.
  • Prospective studies for Tier I or Tier II — new data collection, IRB approval, and school recruitment — start at $60,000, scaling with the number of sites, grade levels, assessments, and reporting events involved.

Case Study

Building an Evidence Portfolio Step by Step

One of our clients had academic research on ERIC, but it wasn’t designed in a way that clearly identified it as ESSA III and didn’t have a formal logic model with a literature review.
