Which EdTech Certifications and Badges Does Your Product Actually Need?
If you’ve just brought a product to market and started hearing about ESSA levels, research-based design certification, seals of alignment, and evidence badges, the landscape can look like an alphabet soup of overlapping credentials — each with its own application, its own reviewers, and its own price tag. The reasonable question is which of them a district curriculum director will recognize, and which are worth pursuing first.
The short answer: three credentials carry real weight with U.S. school buyers — Evidence for ESSA, Digital Promise, and the ISTE Seal. What determines which ones you can earn isn’t your marketing budget. It’s the strength of the research behind your product, expressed as an ESSA evidence level. This page explains how the two fit together and where a new product should start.
What Are the Certifications District Buyers Recognize?
There is no single governing body that certifies educational technology, which is why the field looks crowded. What exists instead is a small set of independent organizations that review evidence and issue a public credential, plus a much larger set of awards, listicles, and conference honors that are essentially marketing. Distinguishing between the two is the first useful thing to learn.
The three organizations below are the ones tracked by the ISTE EdTech Index evidence filter — the directory district leaders search when they want to know whether a product has been independently reviewed. If a credential doesn’t show up there or on a state approval list, it probably isn’t influencing procurement.
Evidence for ESSA
The most methodologically rigorous of the three. Reviews programs against ESSA Levels I–III (Strong, Moderate, Promising) and requires an original efficacy study with a comparison group and demonstrated baseline equivalence. A listing here is the credential state review panels treat most seriously.

What Does Each ESSA Level Require, and How Long Does It Take?
The credentials differ, but the thing they all measure is the same: which of the four ESSA evidence levels your research supports. So it’s more useful to plan around the levels than around the organizations. Level IV is documentation. Levels III through I each require student outcome data, and they differ in how tightly you can rule out the possibility that something other than your product caused the result.

Two things follow from reading it this way. The first is that the level you can reach is set by the data you have, not by which organization you approach — every certifier is looking at the same underlying evidence. The second is that the timeline gap between Level IV and everything else is large, because a real-time study has to wait for a school year to happen. That’s the single biggest scheduling constraint in this work, and it’s why the decision of what to pursue is best made well before an RFP deadline arrives.
The pattern worth noticing: issuing a badge takes weeks. Generating the evidence behind it is what takes months. Nobody sells a shortcut around that, and a credential that promises one isn’t the kind buyers check.
A logic model and literature review, plus certification submission. Six to eight weeks, no data from your own users required, and it satisfies the Level IV documentation that 16 states now formally require for funding eligibility. For most companies asking these questions, this is where to begin.

The most common mistake we see is treating certification as a checklist to complete. A badge is not a goal in itself — it’s a signal aimed at a specific reader. Three different readers care about your evidence, they care for different reasons, and they don’t all accept the same credential. Deciding which one you’re trying to reach first turns a confusing menu into a short list.
Wants to know an independent party reviewed your product. Recognizes Digital Promise and the ISTE Seal, and awards rubric points for them. A Level IV credential is often enough to clear the initial filter.
Applies a published rubric with specific level thresholds. Several states now require Level III or higher for their literacy approval lists — a documentation-only credential won’t clear that bar.
Reads evidence as a proxy for market defensibility. Cares less about which platform issued the badge and more about whether the underlying study would survive scrutiny.
Why the ESSA Level Is the Real Currency
Every one of these credentials is, underneath, a statement about where your product sits on the four-level ESSA scale. Level IV means your design is grounded in existing research. Level III means you have measured outcomes. Level II means you compared your users to a similar group who didn’t use the product. Level I means you randomized who got it.
Once you know which tier your evidence can honestly support, the badge question largely answers itself — the credentials available to you are determined by the research you have. Which is why the productive first conversation is about evidence strategy, not about badge shopping.
Is There a National Body That Certifies ESSA Evidence?
No, and this is the part of the landscape most companies misunderstand. ESSA is federal law — Section 8002 defines the four evidence levels — but no federal agency reviews products against them or maintains an approved list. There is no such thing as being “ESSA certified” nationally, and any vendor implying otherwise is describing something that doesn’t exist.
What exists instead is fifty separate review processes. Each state decides for itself how to apply the ESSA levels, and builds its own scorecard to do it. They differ in which levels they accept, how they weight them, what documentation they require, when they’ll accept submissions, and whether they add requirements beyond the federal definition. Independent reviewers like Evidence for ESSA and Digital Promise are respected and widely cited, but their listing is evidence you bring to a state review — not the approval itself.
The practical consequence is that the right question is never “are we ESSA certified.” It’s “does our evidence clear the bar in the states we sell into.” Four states show how differently that bar can be set — and they aren’t arranged on a single scale from lenient to strict, but genuinely asking for different things:

Because every state sets its own bar, the honest answer is that it depends on where you sell — but the requirements cluster into a few recognisable patterns, and one federal rule cuts across all of them.

Two of those rows deserve emphasis. The first is that a large share of RFP value sits at Level IV — not because the bar is low, but because most RFPs ask you to declare and document your evidence level rather than to prove impact. A company with a clean, well-presented Level IV packet frequently scores better than one with stronger underlying research that it has never written down.
The second is the federal line. Districts spending Title funds on school improvement are required to choose interventions at Level III or above, which is a genuinely different threshold from anything documentation can satisfy. If your buyers are funding purchases that way, Level III is the target and Level IV is the stepping stone toward it — not a substitute.
Where this bites: a company can hold a legitimate national credential and still be ineligible in a target state, because that state’s rubric asks for a level the credential doesn’t represent. Pull the rubrics for your top two or three states before choosing what to pursue.
What Should a Brand-New Product Pursue First?
For a product that has launched but hasn’t yet accumulated outcome data, the practical starting point is ESSA Level IV documentation — a logic model paired with a literature review that shows how your design draws on established research. This is not a consolation prize. Sixteen states formally require Level IV or higher to access certain funding streams, another 34 encourage evidence-based selection, and it is the substrate for both Digital Promise certification and the ISTE Seal. One well-built evidence packet can support both.
It also does something less obvious but genuinely valuable: writing the logic model forces you to articulate what your product is supposed to change, for whom, and through what mechanism. Companies routinely discover in that process that their marketing claims and their theory of change don’t quite match — better to find that out before a reviewer does.

If you already have usage data and outcome data from prior school years, the calculus changes. A retrospective study — analyzing what happened in schools that already implemented your product — can reach Level III or even Level II without recruiting new district partners, on a shorter timeline than a prospective study. In that case, starting at Level IV may mean leaving evidence on the table.
When Will a Level IV Badge Not Be Enough?
Two situations put Level IV out of its depth. The first is federal: districts spending Title funds on school improvement must select interventions at Level III or higher, so documentation alone won’t support that purchase no matter how well written it is. The second is state review processes that score efficacy directly — Massachusetts weights it at half of a CURATE submission — where documentation doesn’t answer what’s being asked. State approval lists are where companies get caught most often. State approval lists have become a primary gateway to purchasing decisions in several markets, and the thresholds are rising. Michigan, Arizona, and Mississippi have all built literacy program requirements that reference specific evidence levels, and in a growing number of cases Level III is the floor for inclusion. A Digital Promise Level IV certification is a real credential, but it will not get a product onto those particular lists.
The implication isn’t that Level IV is a waste — it’s that Level IV should be understood as the first step in a sequence rather than a destination. The companies that navigate this well treat evidence-building as continuous: document the research foundation, get certified, then use the following year’s implementation data to build toward Level III, and Level II after that. Each stage is publishable, each stage is marketable, and each one makes the next study easier to design.
A useful diagnostic: before you choose a certification, look up the two or three state approval lists that matter most to your sales pipeline and read their evidence requirements. If they specify a level, that number — not the badge — is your target.

What Does This Cost, and How Long Does It Take?
Ranges vary by scope and by how much usable data you already have, but the shape of the market is reasonably consistent. Documentation work that produces a Level IV evidence packet — logic model, literature review, and certification submission — typically runs a few thousand to around ten thousand dollars and takes six to eight weeks. Third-party validation of research you’ve already conducted, packaged for a Digital Promise or ISTE submission, sits in a similar range and adds one to two months.
Original efficacy studies are a different order of investment. A retrospective look-back study using existing data generally falls in the $35,000–$50,000 range over a few months. A real-time study conducted during the current school year, aimed at Level I or Level II and at an Evidence for ESSA listing, runs roughly $70,000–$90,000 across 12 months or more, largely because school recruitment, IRB review, and data-sharing agreements have to happen before any data collection begins.
Those figures are worth setting against what evidence requirements are doing to the market. Something on the order of a quarter to a third of large district opportunities now include evidence requirements, and that share has been growing roughly ten to fifteen percent annually. The cost of a first study is easier to justify when the alternative is being filtered out of an expanding portion of the pipeline.
How Do You Avoid Wasting Money on the Wrong Credential?
A few failure modes recur often enough to be worth naming. The first is pursuing a badge no buyer in your segment has asked about — credentials aimed at higher education won’t help a K–3 literacy product,. The second is letting certifications lapse; several are time-limited, and an expired seal on a website invites exactly the scrutiny you were trying to avoid.
The third and most expensive is commissioning a study that produces results no reviewer will accept. Platform engagement data correlated with self-reported gains is not a Level III study, however sophisticated the dashboard. If a study is going to be submitted to Evidence for ESSA, it has to be designed against their criteria from the outset — baseline equivalence, valid independent outcome measures, documented attrition. Retrofitting a study to meet a standard it wasn’t built for rarely works and usually costs more than doing it properly the first time.
Independence matters here too. Evidence produced by a party with a financial stake in the result carries less weight with reviewers, and in some review contexts it’s disqualifying. That’s not a knock on internal research teams, whose work is genuinely useful for product decisions — it’s a statement about what an external audience is able to accept.
